ភ្នំពេញ÷ នៅរសៀលថ្ងៃទី០៦ខែធ្នូឆ្នាំ២០២៥ នេះសម្ដេចអគ្គមហាសេនាបតីតេជោហ៊ុន សែន ប្រធានព្រឹទ្ធសភានៃព្រះរាជាណាចក្រកម្ពុជាបានសរសេរនៅលើបណ្ដាញសង្គមថា ថ្ងៃនេះខ្ញុំមានការចាំបាច់ដើម្បីបំភ្លឺទៅកាន់ប្រជាជនកម្ពុជា និងប្រជាជនថៃពីរឿងស៉ីហ្គេមលើកទី៣២ ឆ្នាំ២០២៣នៅកម្ពុជា។ កាលពីថ្ងៃទី៤ ខែធ្នូ ឆ្នាំ ២០២៥ មុននេះផេក Facebook ផ្លូវការរបស់ខ្ញុំបានបង្ហោះវីដេអូមួយ ស្តីពីការបិទស៉ីហ្គេមនៅឆ្នាំ២០២៣ នៅកម្ពុជា។

ខ្ញុំមិននឹកស្មានថា តាមរយៈវីដេអូនេះធ្វើឲ្យជនជាតិថៃមួយចំនួនលើកឡើងថា ខ្ញុំមានចេតនាឌឺដងឲ្យថៃដែលធ្វើម្ចាស់ផ្ទះស៉ីហ្គេមឆ្នាំ២០២៥នេះ។ ខ្ញុំពិតជាមិនហ៊ានប្រៀបធៀបកម្ពុជា ជាមួយប្រទេសផ្សេងនោះទេ ព្រោះប្រទេសនីមួយៗមានរបៀបចាត់ចែងកិច្ចការរៀងៗខ្លួន និងកាន់តែមិនហ៊ានប្រៀបធៀប ជាមួយប្រទេសថៃ ដែលមានមនុស្សមួយចំនួនចេញមកតាំងខ្លួនថា ជាប្រទេសអ្នកមានប្រមាថមើលងាយកម្ពុជាថា ជាប្រទេសអ្នកក្រដែលមានអ្នកសុំទានពាក់កណ្តាលប្រទេស។

រឿងកាន់តែហួសចិត្តមានជនជាតិថៃមួយចំនួនចេញមកនិយាយថា សូមកុំយកថៃទៅប្រៀបធៀបជាមួយកម្ពុជា ព្រោះកម្ពុជាធ្វើស៉ីហ្គេមដោយប្រើលុយចិន។ (រឿងបែប នេះគេអាចនិយាយទៅកើត តើនេះជាចរិត្តបុគ្គល ឬចរិតជនជាតិថៃ ដែលចូលចិត្តមើលងាយគេនិងប្រឌិតរឿង)។

ខ្ញុំគួរតែបញ្ជាក់ថា មិត្តចិនតាមរយៈប្រធានាធិបតី ស៉ីជិនភីង ពិតជាបានជួយសាងសង់ស្តាតមរតកតេជោ ដែលជាកន្លែងបើកនិងបិទស៉ីហ្គេម ព្រមទាំងជាទីតាំង ប្រកួតវិញ្ញាសារមួយចំនួនផងដែរ ដែលខ្ញុំសូមយកឱកាសនេះជាថ្មីម្តងទៀត សូមអរគុណមិត្តចិនដែលបានជួយកសាងហេដ្ឋារចនាសម្ព័ន្ធកីឡាមួយនេះ ដែលកម្ពុជា និងប្រើតកូនតចៅ។ ស៉ីហ្គេមមានវិញ្ញាសារប្រកួតជា ច្រើនដែលនៅភ្នំពេញមួយចំនួន និងតាមខេត្តមួយចំនួន។

នៅភ្នំពេញក្រៅពីទីតាំងដែលរដ្ឋាភិបាលកសាងក្រោយឆ្នាំ១៩៧៩ យើងនៅមានមរតកដែលបន្សល់ទុកដោយ សម្តេចឪ សម្តេចតា សម្តេចតាទួតរបស់យើងគឺ សម្តេចព្រះ នរោតម្តសីហនុ ព្រះបរមរតនកោដ្ឋ កសាងក្នុង អំឡុងឆ្នាំ១៩៦០ គឺស្តាតអូឡាពិកដែលជាទីតាំងនៃការ ប្រកួតពិសេសបាល់ទះ និងបាល់ទាត់ ដែលនៅទីនេះហើយដែលក្រុមបាល់ទាត់ថៃស្គាល់ពាក្យថា ចាញ់ និង ឥណ្ឌូណេស៉ីស្គាល់ពាក្យថា ឈ្នះលើថៃជាលើកដំបូងដែលធ្វើឲ្យកីឡាករថៃរករឿងកីឡាករ និងគ្រូបង្ហាត់ឥណ្ឌូណេស៉ី ដែលកម្ពុជាក្នុងនាមម្ចាស់ផ្ទះរកវិធីទប់ស្កាត់ជម្លោះ។

និយាយពីការចំណាយសម្រាប់ការប្រកួតយើង មិនបានប្រើប្រាស់លុយចិន ឬលុយពីប្រទេសផ្សេងសូម្បីមួយសេន។ ខ្ញុំបានប្រគល់ភារកិច្ចជូន សម្តេច ទៀ បាញ់ ដឹក នាំគណៈកម្មាធិការនៃការរៀបចំ និងការប្រកួតដែលមាន ឯកឧត្តម ឧបនាយករដ្ឋមន្ត្រី អូន ព័ន្ធមុនីរ័ត្ន និងរដ្ឋមន្ត្រី ថោង ខុន នៅក្នុងគណៈកម្មាធិការនេះដែរ ដើម្បីវិធីរៀប ចំលុយសម្រាប់បំរើឲ្យការប្រកួត។ ខ្ញុំពិតជាមានសំណាងដែលជាង២០ឆ្នាំចុងក្រោយនៃការកាន់តំណែងជា នាយករដ្ឋមន្ត្រី រយៈពេលជាង៣៨ឆ្នាំ ខ្ញុំមានមេផ្ទះដ៏ល្អ២រូបទី១ ឯកឧត្តម គាត ឈន់ និងទី២ ឯកឧត្តម អូន ពន្ធ័មុនីរ័ត្ន។

មេផ្ទះទាំងពីររូបមិនមែនជាស្រីកញ្ជើធ្លុះទេ តែជាមេផ្ទះដែលចេះសន្សំពិសេសដំណាក់ការ ឯកឧត្តម អូន ព័ន្ធមុនីរ័ត្ន ជាដំណាក់ថវិកាដែលទុកចិត្តបាន និងថវិកាផ្សារភ្ជាប់ជាមួយគោលនយោបាយ។

តាមការចង្អុលណែនាំរបស់ខ្ញុំ ដែលប្រាប់ មុនីរ័ត្ន និងសមាជិករាជរដ្ឋាភិបាលផ្សេងទៀតថា ត្រូវសន្សំសាច់ ប្រាក់ដើម្បីកុំឲ្យលំបាកខ្វះសាច់ប្រាក់បើកប្រាក់ខែ។
បើចង់សល់សាច់ប្រាក់ត្រូវសន្សំគឺរកបាន១០ចាយតែ៧ឬ៨ សន្សំបាន ២ឬ៣។ មុនកូវីដមកដល់សាច់ប្រាក់ក្នុងរតនាគារជាតិមានជិត៤ពាន់លានដុល្លារ ដែលពេលនោះ ខ្ញុំមានគំរោងដកយកពី១៥០០លាន ទៅ ២០០០លាន ដើម្បីវិនិយោគលើផ្លូវស្ពាន និងប្រឡាយទឹកតែជាអកុសលជម្ងឺកូវីដមកសម្លាប់ ជិវិតប្រជាជនយើង។ យើងគ្មានជម្រើសណាផ្សេងក្រៅពីយកលុយនេះមកការពារជីវិតប្រជាជន និងជួយប្រជាជននោះទេ។ តែទោះយ៉ាងណាសាច់ប្រាក់នៅរតនាគារនៅតែធានាការចំណាយដោយបើកបៀវត្សមួយខែពីរដងដដែរ។

សម្រាប់ការចំណាយស៉ីហ្គេមឆ្នាំ២០២៣ យើងមិនបានប្រើថវិកាជាតិឆ្នាំ២០២៣តែមួយឆ្នាំនោះទេ។ ការធ្វើបែបនេះ និងធ្វើឲ្យថវិកាឆ្នាំ២០២៣ រងសម្ភាធ និងផ្អាកចំណាយលើគំរោងវិនិយោគមួយចំនួន។ របៀបរបស់យើងត្រូវបញ្ចូលទៅក្នុងថវិកាប្រចាំឆ្នាំតាំងពីឆ្នាំ២០១៨ ដល់ឆ្នាំ ២០២២ ដែលក្នុងមួយឆ្នាំជិត ១០លានដុល្លារ បានថវិកាជិត៥០លានដុល្លារ។ ដោយឡែកថវិកាឆ្នាំ២០២៣ យើងយើងគ្រោងក្នុងច្បាប់ថវិកាចំនួន១៥០លានដុល្លារទៀតសរុប ជិត២០០លាន។

តែដោយស្មារតីសន្សំសំចៃដែលដឹកនាំដោយ សម្តេច ទៀ បាញ់ យើងចំណាយត្រឹមតែ១១៨លានដុល្លារប៉ុណ្ណោះដោយគិតទាំងចំណាយជំនួសកីឡា បរទេសទាំងការស្នាក់នៅហូបចុក។ ការមិនឲ្យកីឡាប្រទេសជាមិត្តបង់ប្រាក់តាមទម្លាប់គឺកម្ពុជាជាអ្នកធ្វើមុនដែលជាការសម្រេចរបស់ខ្ញុំក្នុង គោលបំណងពង្រឹងសាមគ្គីភាពក្នុងអាស៊ានតាមរយៈវិស័យកីឡា។ កម្ពុជាជាប្រទេសក្រទ្រព្យ ក្រលុយ តែមិនក្រចិត្តនោះទេ យើងចិញ្ចឹមកីឡាប្រទេសជាមិត្តអស់ប្រហែល១២លានដុល្លារប៉ុណ្ណោះ។

បើគិតទាំងការចំណាយលើការប្រកួតអាស៊ានប៉ារ៉ាហ្រ្គេមផង ចំណាយត្រឹម១២៦លានប៉ុណ្ណោះ និងបើគិតប្រាក់រង្វាន់ដល់កីឡាកម្ពុជាដែលទទួលបានមេដោយ គ្រប់កំរិតផងយើងចំណាយត្រឹម១៣០លានក្នុងគំរោងនៃច្បាប់ថវិកា២០១៨ ដល់ ២០២២ ប្រមាណជិត៥០លាននិង១៥០លានក្នុងច្បាប់ថវិកា២០២៣។ សម្រាប់កម្ពុជាអាចខុសពីថៃ នៅត្រង់តាំងពីចាប់ផ្តើមរៀបចំការសាងសង់រហូតដល់ប្រកួត និងការប្រកួតចប់រយៈពេលប្រមាណជាង៦ឆ្នាំយើងមិនដែលស្តីបន្ទោសគ្នា ឬស្រែកថា ខ្វះលុយឬធ្វើអធិការកិច្ចលើការចំណាយនោះទេ ទោះយើងត្រូវជនជាតិថៃខ្លះប្រមាថយើងថា ជាប្រទេសក្រីក្រក៏ដោយ។ នេះជារបៀបគិតគូរ និងរបៀបចំណាយនៃប្រទេសអ្នកក្រ ដែលមានអ្នកតាំងខ្លួនជាអ្នកមាន ប្រមាថលើយើង។

សង្ឃឹមថាជនជាតិថៃដែលនិយាយប៉ះពាល់ដល់កម្ពុជា ដកពាក្យដែលថា កុំយកថៃទៅប្រៀបធៀបជាមួយកម្ពុជាថា កម្ពុជាធ្វើស៉ីហ្គេមដោយប្រើលុយចិន ព្រោះពាក្យនេះមិនគ្រាន់តែមើលងាយចំពោះកម្ពុជាប៉ុណ្ណោះទេ តែវាក៏ជាប្រមាថឬទះកំភ្លៀងមហាអំណាចចិនផងដែរ។

សង្ឃឹមថា ថៃនិងធ្វើបានល្អនៅស៉ីហ្គេម២០២៥នេះ ព្រមទាំងដោះស្រាយបានល្អនូវគ្រោះទឹកជំនន់រាប់ខែកន្លងមកនេះជាជាងមកគិតតែពីរឿងឈ្នះចាញ់ជាមួយកម្ពុជា និងមីយ៉ាន់ម៉ា។ ខ្ញុំរក្សាសិទ្ធឆ្លើយតបដើម្បីការពារសេចក្តីថ្នូរជាតិសាសន៍របស់ខ្ញុំ និងពន្យល់ទៅកាន់ប្រជាជនកម្ពុជា និងប្រជាជនថៃផងដែរ៕

Today, I have to clarify to the Cambodian and Thai people about the 32nd SEA Games 2023 in Cambodia. On December 4, 2025, my official Facebook page posted a video about the closing of the SEA Games in Cambodia.

I did not expect that through this video, some Thai people would say that I intend to slander Thailand, which is the host of the 2025 SEA Games. I really do not dare to compare Cambodia with other countries because each country has its own way of handling its affairs and I do not dare to compare with Thailand, where some people have come out to claim that it is a rich country and scorn Cambodia as a poor country with half of the country being beggars.

What is even more shocking is that some Thai people claimed that please do not compare Thailand with Cambodia because Cambodia is hosting the SEA Games using Chinese money. (Such things can be said which reflects a personal characteristic or a Thai characteristic that likes to look down on others and make up stories).

I should mention that the Chinese friends through President Xi Jinping really helped build the Morodok Techo Stadium, a venue used for the opening and closing SEA Games, as well as a venue for some competitions which I would like to take this opportunity to thank the Chinese friends again for helping build this sports complex that Cambodia will use for generations to come.

The SEA Games have many competitions, some in Phnom Penh and some in the provinces. In Phnom Penh, in addition to the venues built by the government after 1979, we still have the legacy left by King Norodom Sihanouk. Built in the 1960s, the Olympic Stadium is the venue for volleyball and football matches and it was here that the Thai soccer team lost to the Indonesian team for the first time, causing Thai players to pick a fight with Indonesian players and coaches, while Cambodia, as the host, found a way to prevent conflict. Speaking of expenses for the competition, we did not use even a single cent of Chinese or foreign money.

I have entrusted Samdech Tea Banh to lead the Organizing and Competition Committee, which includes DPM H.E Aun Pornmoniroth, and Minister H.E Thong Khon. How to prepare budget for the competition? I am very fortunate that in the last 20 years of my 38-year tenure as Prime Minister, I have had two good housekeepers: H.E Keat Chhon and H.E Aun Pornmoniroth.

Both housekeepers are not swindlers, but are especially thrifty, especially Aun Pornmoniroth whose budget arrangement is reliable and is linked to policy.

I have instructed Moniroth and other members of the Royal Government to reserve cash to pay for the salaries. If you want to save money, you must earn 10, spend only 7 or 8, and save 2 or 3. Before COVID, the treasury had nearly USD 4 billion which I plan to withdraw USD 1,500 million – USD 2,000 million to invest on building bridges and canals. Unfortunately, COVID came in to destroy our people’s lives. We have no choices but to use this budget to protect people’s lives and help our people.

However, our cash in treasury can still ensure the salaries by remunerating twice per month.

For the 2023 SEA Games, we did not use the 2023 national budget for a single year. Doing so will cause the 2023 budget to be underfunded and lead to the suspension of some investment projects. Our budget must be included in the annual budget from 2018 to 2022, which is nearly 10 million dollars per year, with a budget of nearly 50 million dollars. For the 2023 budget, we have planned another 150 million dollars in the budget law, a total of nearly 200 million.

However, with the well-management led by Samdech Tea Banh, we only spent 118 million dollars, including hosting sports, foreign athletes and accommodation and food. Not allowing our friends to pay is Cambodia’s first initiative, which is my decision in order to strengthen solidarity in ASEAN through sports. Cambodia is a poor country, poor in resources, but not poor in heart and we only spent about 12 million dollars to cover sport cost for our friends.

Considering the cost of the ASEAN Para Games, it only cost 126 million and with the prize pool for sports at all levels, we spent only 130 million in the 2018-2022 budget bill, nearly 50 million and 150 million in the 2023 budget law. For Cambodia, it can be different from Thailand in that from the beginning of the construction preparation until the competition and the end of the competition for more than 6 years, we never blamed each other or shouted that we lacked money or inspected the expenses, even though some Thai people insulted us as a poor country. This is the way of thinking and spending of a poor country that some people who pretend to be rich insulting us.

I hope that the Thais who are talking about Cambodia will remove the words that say, “Don’t compare Thailand with Cambodia, as Cambodia is hosting the SEA Games with Chinese money,” because using such statement not only disrespects Cambodia, but also insults or slaps the Chinese superpower.”

I hope that Thailand does well in the 2025 SEA Games and handles the flood disaster well instead of just thinking about winning or losing with Cambodia and Myanmar. I reserve the right to respond to protect Cambodian dignity and explain to the Cambodian people and the Thai people as well.
