ភ្នំពេញ ៖ នៅព្រលប់ថ្ងៃទី២៣ ខែកក្កដា ឆ្នាំ២០២៥ លោក ហេង រតនា អគ្គនាយកសុីម៉ាក់ បានបង្ហោះថា ៖ ផ្អែកតាមសេចក្តីថ្លែងការណ៍របស់ក្រសួងការបរទេសនិងសហការប្រតិបត្តិការអន្តរជាតិ នៃព្រះរាជាណាចក្រកម្ពុជា ស្តីពី”ការបដិសេដការចោទប្រកាន់ថា កម្ពុជាប្រេីប្រាស់គ្រាប់មីនប្រឆាំងមនុស្ស”និងបានបញ្ជាក់ច្បាស់ថា ករណីទាហានសៀមជាន់គ្រាប់មីនកប់ក្នុងដីគឺស្ថិតនៅក្នុងបូរណភាពទឹកដីកម្ពុជា ។
បេីផ្អែកលេីស្ថានភាពជាក់ស្តែងឃេីញថា៖
– ករណីផ្ទុះនេះស្ថិតក្នុងចម្ការមីនលេខ BS/CMAA/16808 ស្ថិតក្នុងភូមិ តេជោមរកត ឃុំ មរកត ស្រុកជាំក្សាន្ត ខេត្តព្រះវិហារ ចម្ការមីននេះមិនទាន់បានបោសសម្អាតនៅឡេីយទេ។
– បេីពិនិត្យស្ថានភាពនៃទាហានសៀមរងរបួសដាច់”កជេីង “ម្ខាង នោះ អាចបញ្ជាក់ថា ការផ្ទុះអាចបង្កឡេីង ដោយប្រភេទគ្រាប់មីនដែលមានបរិមាណជាតិផ្ទុះទាប ដូចជាប្រភេទមីន72A ឬ 72B ឬ M14 ឬ MN79 ឬក៏MD82B ជាដេីម ដែលជាគ្រាប់មីនចាស់សំណល់សង្គ្រាមនិងមានកម្រិតជាតិផ្ទុះប្រមាណត្រឹមតែជាង៣០ក្រាមប៉ុណ្ណោះ។
– ប្រសិនបេីទាហានសៀមនោះ ជាន់ផ្ទុះប្រភេទគ្រាប់មីនPMN-2 និងស្របតាមការចោទប្រកាន់ថា ជាគ្រាប់មីនPMN-2ថ្មីផងនោះ ទាហានរូបនេះអាចដាច់ជេីងទាំង២ ឬក៏រងរបួសធ្ងន់ធ្ងរ ឬក៏ស្លាប់តែម្តង ព្រោះថាក្នុងគ្រាប់មីនPMN-2 មួយគ្រាប់មានបរិមាណជាតិផ្ទុះចំនួនរហូតដល់១១៥ក្រាម។ ការសន្និដ្ឋាននេះដោយផ្អែកលេីភាពជាក់ស្តែងនៃជនរងគ្រោះដោយសារការផ្ទុះគ្រាប់មីន PMN-2 ជាច្រេីនករណីកន្លងមកនៅកម្ពុជា។
សូមបញ្ជាក់ថា ចម្ការមីនរាប់រយគីឡូម៉ែត្រស្ថិតនៅតាមបណ្តោយព្រំដែនខ្មែរ-សៀម ក្នុងបូរណភាពទឹកដីកម្ពុជាមិនទាន់ធ្វេីការបោសសម្អាតគ្រាប់មីនទាំងនោះនៅឡេីយទេ ដោយសារកម្ពុជាបន្តខិតខំអនុវត្តការបោសសម្អាតមីនតាមការកំណត់អាទិភាពបម្រេីសុខសុវត្ថិភាពប្រជាពលរដ្ឋនិងការគាំទ្រសេដ្ឋកិច្ចសង្គមរបស់ខ្លួន។
Base on the statement of the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia on “Cambodia rejects Allegation on the Use of Anti personnel Landmine” and the statement also clearly mentioned landmine incident in the area lies within Cambodian territory.
Logical facts on this incident are as follows:
– This incident took place in minefield number BS/CMAA/16808 located in Techomorokot village, Morokot Commune, Choamksan District, Preah Vihear Province. This minefield is NOT cleared yet.
– Base on soldier injured by amputating only ankle, it means that this incident may have been caused by landmines with lowest explosive such as 72A or 72B or M14 or MN79 or MD82B as the remnants of war and these AP landmines have explosive quantity around 30 grams.
– In case the soldier stepped on alleged new PMN-2 landmine it might have caused the soldier lost both legs or seriously wounded or died as a PMN-2 landmine contains 115 grams of explosive. This analysis based on a number of victims caused by PMN-2 landmine.
It is vital to note that hundreds of kilometers minefields along Cambodia-Thailand border, the areas lies within Cambodian territory have NOT yet been cleared. The Royal Government of Cambodia continues to focus mainly on clearance of landmines and Unexploded ordinances as the remnants of war to serve personnel security and social economic developments. ៕
