Keynote Address by H.E. Nong Sakal , Spokesperson for the Ministry of Foreign Affairs and International Cooperation (MoFAIC):

Dear members of the press, Today I would like to brief you about some developments in relation to the situation along the border between Cambodia and Thailand.
1. On Thailand’s Ministry of Foreign Affairs statement on 19 August, I wish to make the following points:
(1). Cambodia has strong determination to implement the agreed ceasefire agreement as the result of both sides. We believe that it is a solid foundation for building lasting peace for all.
(2). Thailand’s allegations of Cambodia’s encroachment: The Cambodia JBC Secretariat, through the Ministry of Foreign Affairs and International Cooperation of Cambodia, on 19 August 2025, lodged an official protest against actions committed by Thai armed forces that have laid barbed wire, set up black nets, and installed tires in some locations along the border within the territory of Cambodia. The Cambodia JBC delegation asked the Thai military to remove it from all mentioned locations. Such actions have been severely undermining trust. Cambodia therefore calls on Thailand to fully comply with all bilateral agreements and international obligations.

2. On reactions by foreign friends regarding the situation along the border between Cambodia and Thailand:
(1). I wish to express Cambodia’s appreciation for the view expressed by Foreign Secretary Marco Rubio of the United States on 19 August that the United States has continued to follow and monitor closely the border situation between Cambodia and Thailand. In this respect, I once again express Cambodia’s highly valued President Donald Trump’s initiative to bring a ceasefire agreement to realization and that Cambodia appreciates the United States’ active engagement in this regard.
(2). Another point: I wish to express Cambodia’s deep appreciation to the EU for its announcement of a contribution, the budget amount of 700,000 euros, approximately 816,000 U.S. dollars, in emergency humanitarian funding to support people most affected by the recent armed clashes along the Cambodia-Thailand border. Cambodia appreciates this timely assistance of the EU, which is an important development partner of Cambodia and a strategic partner of ASEAN.
Recently, we have received the contribution from China, Japan, and the EU this time. I wish to extend the people of Cambodia’s sincere appreciation for this kind of humanitarian assistance for the people affected by armed conflict along the border this time.

3. On the acting prime minister of Thailand’s statement concerning Thailand’s legal action against Cambodian leaders, I wish to reiterate that such a negative statement made by the acting prime minister of Thailand on 18 August constitutes a clear intention of undermining peace-building efforts and has severely affected trust-building that both sides are supposed to implement as a priority in order to bring an end to the conflict. Cambodia wishes to reiterate the importance of the need for both sides to promote confidence building. Both sides must show just commitment and be action-oriented in safeguarding peace while exploring necessary and doable activities that serve the interest of peace for the people in both countries.
In this respect, we also highly value the continuous engagements between both countries at the level of GBC and RBC, including through the “Tea Chat” discussion of foreign ministers of Cambodia, Thailand, and China recently. These engagements have provided an atmosphere of better understanding of each other and paved the way for the smooth implementation of the ceasefire agreement.My last point is that I wish to reiterate that the Government of Cambodia remains firmly committed to working closely with the Thai Government to achieve a durable and lasting peace and restore relations to normalcy in the near future.
