Press Briefing – Update on the implementation of the immediate and unconditional ceasefire agreement between Cambodia and Thailand

Statement by H.E. CHUM Sounry, the Ministry of Foreign Affairs and International Cooperation Spokesperson:

1.On 1 and 2 August 2025, His Excellency Deputy Prime Minister Prak Sokhon, Minister of Foreign Affairs and International Cooperation, led an inspection tour of the border areas in Oddor Meanchey and Siem Reap provinces with the participation of members of the diplomatic corps as well as representatives from UN agencies and international organizations in Cambodia. Among them were 22 members of the diplomatic corps, including 15 ambassadors and 4 representatives from UN agencies and international organizations.

2.The delegation inspected several areas affected by recent Thai military attacks, including the Sub-Military Operation Zone in Somrong, Wat Tamon Sen Chey, Tamon Health Centre, the Thmor Doun area, the Centre for Displaced Persons at Wat Phnom Thmor Kombor, and the Camp for Displaced Civilians in Sout Nikum, Siem Reap province. During the visit, His Excellency Deputy Prime Minister Prak Sokhon briefed the foreign delegations on the situation and presented facts on the ground. The participants expressed their deep appreciation for the arrangements made by Deputy Prime Minister Prak Sokhon and the Ministry of Foreign Affairs and International Cooperation, which enabled them to witness the situation firsthand and directly engage with frontline armed forces, teachers, and displaced civilians to obtain accurate and unfiltered information. 

3.Ambassadors and representatives from several embassies gave interviews to the press, sharing their observations from the visit. The Ambassador of Malaysia stated that he would report the urgent need to establish a monitoring mechanism to ensure the effective implementation of the ceasefire agreement. The Ambassador of China announced a donation of USD 100,000 to support the displaced civilians at the Thmor Kombor camp. The Ambassador of Japan, along with other ambassadors and diplomatic representatives, affirmed that they would report the situation to their respective capitals.

4.The Ministry of Foreign Affairs and International Cooperation strongly rejects the continued accusations made by the Thai Ministry of Foreign Affairs, which present a distorted account of the recent border clashes and the implementation of the ceasefire agreement. The Ministry reaffirms Cambodia’s unwavering commitment to the ceasefire agreement reached at the Special Meeting in Malaysia on 28 July 2025 and emphasizes that Cambodia has consistently exercised the highest level of restraint in full accordance with the agreement’s terms.

5.Cambodia firmly reiterates its categorical rejection of Thailand’s baseless accusations regarding alleged ceasefire violations by Cambodian forces. Cambodia calls for the deployment of a neutral ASEAN observer mission to objectively assess the situation on both sides of the border and ensure the strict and impartial implementation of the ceasefire. The Ministry of Foreign Affairs and International Cooperation strongly denies Thailand’s unfounded claims of attacks on civilians by Cambodian armed forces.

6.Cambodian forces have operated strictly in accordance with international humanitarian law, taking all necessary measures to avoid harm to the civilian population. In this context, Cambodia urges joint verification under ASEAN supervision, rather than unilateral claims intended to influence public opinion. The Ministry of Foreign Affairs and International Cooperation underscores Cambodia’s steadfast commitment to international law, de-escalation, and continued adherence to the ASEAN Charter, the UN Charter, and the ceasefire agreement. Cambodia looks forward to advancing de-escalation efforts through the upcoming General Border Committee meeting.
