Keynote Address by H.E. LTG. Maly Socheata, the Ministry of National Defense Spokesperson:
Good morning and warm greetings to all our brave frontline personnel along the border at Preah Vihear and OddarMeanchey provinces, who continue to maintain calm and composure in the face of challenges. The Cambodian armed forces remain steadfast, fully vigilant, and resolute in fulfilling their national duty. Cambodia remains firmly committed to upholding and implementing the ceasefire agreement reached on 28 July 2025 in Malaysia.
On the afternoon of 3 August 2025, the delegation from the Secretariat of the Cambodia-Thailand General Border Committee (GBC) arrived safely in Malaysia. The Secretariat will convene a series of preparatory meetings in advance of the Principles of Ceasefire and Confidence-Building Measures Meeting, scheduled for 4–6 August 2025, followed by the Extraordinary Sessions of the Cambodia-Thailand General Border Committee on 7 August 2025.
Guided by the Royal Government of Cambodia determined, transparent, sincere, rigorous, and unwavering commitment, and through the tireless efforts of the Cambodian armed forces, the Kingdom of Cambodia continues to fully implement all terms and conditions of the ceasefire agreement, with the goal of ensuring a steady and peaceful normalization of the situation.
As of now, 18 Cambodian military personnel remain under Thai custody since 7:50 AM on 29 July 2025, while two wounded personnel were returned to Cambodia on 1 August 2025; the remaining individuals have not yet been released.
The Royal Government of Cambodia continues to urge the Thai side to promptly repatriate the remaining personnel in accordance with international humanitarian law. Cambodia is actively engaged in serious negotiations to resolve this matter and has officially requested Malaysia, in its capacity as Chair of ASEAN, to mediate and urge the Thai authorities to expedite their return. The Ministry of National Defense and the Royal Cambodian Armed Forces strongly reaffirm that Cambodia will never abandon any of its military personnel under any circumstances.
