As I have emphasized in the first briefing this morning, in the process of implementing the ceasefire agreement, Cambodia needs to maintain the highest sense of patience to demonstrate its willingness to fully respect and effectively implement the ceasefire amid endless provocative actions and violations by the Thai side. However, our patience does not imply that Cambodia will tolerate the violation of its sovereignty. Cambodia has strongly protested against Thailand’s encroachment through diplomatic channels, and all violations by the Thai side are being meticulously documented and chronicled, creating a crucial record of evidence.
It can be said that Cambodia has exercised its utmost patience in terms of military fronts regarding territorial disputes to advise the armed conflicts. Yet, Cambodia remains vigorous on diplomatic fronts as a peace-loving nation. Now, let me read the press release of JBC Cambodia as follows:
Joint Commission on Demarcation for Land Boundary JBC would like to strongly protest against the following encroachment activities conducted by the Thai military:
1. On August 12, 2025, the Thai military conducted encroachment activities by laying barbed wire, setting up nets, barricade, and placing vehicle tires at the area between Boundary Pillars No. 46-47, located in Chouk Chey Village, O Bei Chorn Commune, O Chrov District, Banteay Meanchey Province.
2. On August 13, 2025, the Thai military carried out similar activities by laying barbed wire, setting up nets, barricade, and placing vehicle tires at the area between Boundary Pillars No. 42-43, located in Prey Chan Village, O Bei Chorn Commune, O Chrov District, Banteay Meanchey Province.
3. On August 14, 2025, the Thai military attempted to carry out similar encroachment activities, including setting up barbed wire, nets, barricade, and placing vehicle tires at the area of Boeung Trakuon Border Checkpoint, located in Banteay Mean Rith Village and Thnal Bambaek Village, Kouk Romiet Commune, Thmor Puok District, Banteay Meanchey Province. However, upon noticing the presence of the Cambodian population and military forces, along with the Interim Observer Team (IOT) consisting of Military Attaché, the Thai military decided to halt their activities and withdraw.
These unilateral encroachment activities by the Thai military by way of laying barbed wire, nets, barricade, and vehicle tires at the aforementioned boundary segments, constitute grave and serious violations of the spirit of the MOU 2000and International Law, especially the mandate of the Joint Commission on Demarcation for Land Boundary JBC while undermining the efforts and negotiation process between the two countries.
The Joint Commission on Demarcation for Land Boundary – JBC (Cambodian side) would like to reiterate its protest against the Thai military’s encroachment activities and demand the Thai side to immediately cease and remove the barbed wire, nets, barricade, and vehicle tires, and to take any appropriate measures to prevent further violations of similar nature along the border between the two countries.
