ភ្នំពេញ : យោងតាមការបង្ហោះផ្សាយក្នុងបណ្តាញសង្គមរបស់តំណាងអចិន្ត្រៃយ៍កម្ពុជាប្រចាំអង្គការសហប្រជាជាតិ នៅព្រឹកថ្ងៃទី៣ ខែតុលា ឆ្នាំ២០២៥ បានឱ្យដឹងថា នៅព្រឹកថ្ងៃទី២ ខែតុលា ឆ្នាំ២០២៥ នៅក្នុងសម័យប្រជុំលើកទី៦០ នៃក្រុមប្រឹក្សាសិទ្ធិមនុស្ស ឯកឧត្តម ឯកអគ្គរាជទូត អ៊ិន តារា តំណាងអចិន្ត្រៃយ៍កម្ពុជា ប្រចាំអង្គការសហប្រជាជាតិ នៅទីក្រុងហ្សឺណែវ បានថ្លែងបទអន្តរាគមន៍ក្នុងអំឡុងកិច្ចពិភាក្សាទូទៅ ក្នុងរបៀបវារៈទី៩ ស្តីពីការប្រកាន់ជាតិសាសន៍ ការរើសអើងពូជសាសន៍ និងការរើសអើងជនបរទេស។

ក្នុងបទអន្តរាគមន៍នោះដែរ ឯកឧត្តម ឯកអគ្គរាជទូត បានបញ្ជាក់ជាថ្មីអំពីការប្តេជ្ញាចិត្តមិនងាករេរបស់កម្ពុជាក្នុងការលើកកម្ពស់ និងការពារសិទ្ធិមនុស្សទាំងអស់ ដោយផ្អែកលើគោលការណ៍សកលនៃសមភាព សេចក្តីថ្លៃថ្នូរ និងសកលភាព។ ភាពស្ងៀមស្ងាត់មិនមែនជាជម្រើសទេនៅពេលដែលមូលដ្ឋានគ្រឹះទាំងនេះត្រូវបានគំរាមកំហែង។

ឯកឧត្តម ឯកអគ្គរាជទូត បានទាក់ទាញការយកចិត្តទុកដាក់ចំពោះការរីករាលដាលនៃការរើសអើងជនបរទេស និងអំពើហឹង្សារើសអើងជាតិសាសន៍លើពលរដ្ឋកម្ពុជាក្នុងប្រទេសថៃ ជាពិសេស ពលករ និងនិស្សិត ដែលងាយរងគ្រោះដោយសារស្ថានភាពរបស់ពួកគេ បានក្លាយទៅជាគោលដៅនៃការវាយប្រហារដោយស្អប់ ការយាយី និងវោហាសាស្ត្ររើសអើង។ ទង្វើបែបនេះបំពុលទំនាក់ទំនងរវាងប្រជាជន និងបំផ្លាញស្មារតីនៃសាមគ្គីភាពដែលទ្រទ្រង់ពហុភាគីនិយម។

ឯកឧត្តម ឯកអគ្គរាជទូត បានព្រមានបន្ថែមទៀតប្រឆាំងនឹងការរីកសាយនៃយុទ្ធនាការផ្សព្វផ្សាយព័ត៌មានមិនពិត ដែលបំភ្លៃការពិត ការរើសអើង និងបង្កឱ្យសហគមន៍ស្លូតត្រង់ទទួលរងហានិភ័យមិនសមហេតុផលទាំងនេះ។ ការអនុវត្តបែបនេះគឺមិនសមស្របនឹងកាតព្វកិច្ចអន្តរជាតិរបស់រដ្ឋក្នុងការធានាការមិនរើសអើង សមភាពចំពោះមុខច្បាប់ និងសន្តិសុខ និងសេចក្តីថ្លៃថ្នូររបស់មនុស្សគ្រប់រូបក្នុងដែនយុត្តាធិការរបស់ប្រទេសខ្លួន។

ឯកឧត្តម ឯកអគ្គរាជទូត បានបញ្ចប់ដោយសង្កត់ធ្ងន់ថា ការប្រយុទ្ធប្រឆាំងនឹងការរើសអើងជាតិសាសន៍ ការរើសអើងជនបរទេស និងការមិនអត់ឱន មិនមែនជាជម្រើសនយោបាយទេ ប៉ុន្តែជាការចាំបាច់ខាងច្បាប់ និងសីលធម៌ដោយអំពាវនាវឱ្យក្រុមប្រឹក្សាសិទ្ធិមនុស្សបង្កើនការយកចិត្តទុកដាក់លើបញ្ហាទាំងនេះ៕

Geneva — On the morning of 2 October 2025, during the 60th session of the Human Rights Council, His Excellency Ambassador Dara In, Permanent Representative of Cambodia to the United Nations in Geneva, delivered Cambodia’s statement during the general debate, item 9, on racism, racial discrimination and xenophobia.
In his intervention, the Ambassador reaffirmed Cambodia’s unwavering commitment to the promotion and protection of all human rights, grounded in the universal principles of equality, dignity and universality. He underlined that silence is not an option when these foundations are threatened.
The Ambassador drew attention to the rise of xenophobia and racist violence against Cambodian nationals in Thailand, particularly migrant workers and students, who—already vulnerable because of their status—have become targets of hate attacks, harassment and discriminatory rhetoric. Such acts, he noted, poison relations between peoples and erode the spirit of solidarity that sustains multilateralism.
He further warned against the proliferation of disinformation campaigns, which distort facts, fuel prejudice and expose innocent communities to unjustified risks. Such practices, he emphasised, are incompatible with States’ international obligations to ensure non-discrimination, equality before the law, and the security and dignity of all persons under their jurisdiction.
The Ambassador concluded by stressing that combating racism, xenophobia and intolerance is not a political option but a legal and moral imperative, urging the Council to redouble its vigilance. ៕
