ភ្នំពេញ ៖ នៅព្រឹកថ្ងៃទី១៩ ខែធ្នូ ឆ្នាំ២០២៥ លោកឧបនាយករដ្ឋមន្ត្រី ប្រាក់ សុខុន រដ្ឋមន្ត្រីការបរទេស និងសហប្រតិបត្តិការអន្តរជាតិ បានជួបពិភាក្សាការងារជាមួយ លោក Anatoly Borovik ឯកអគ្គរដ្ឋទូតនៃសហព័ន្ធរុស្ស៊ីប្រចាំព្រះរាជាណាចក្រកម្ពុជា នៅទីស្តីការក្រសួង។
លោកឧបនាយករដ្ឋមន្ត្រី បានគូសបញ្ជាក់ជាថ្មីនូវ ចំណងមិត្តភាពដ៏យូរអង្វែងរវាងកម្ពុជា និងរុស្ស៊ី ព្រមទាំងរំលេចពីខួបលើកទី៧០ នៃការបង្កើតទំនាក់ទំនងការទូតនៅឆ្នាំ២០២៦ ខាងមុខ។ ភាគីទាំងពីរបានឯកភាពគ្នាបន្តពង្រឹងកិច្ចសហប្រតិបត្តិការទ្វេភាគីលើគ្រប់វិស័យ ដើម្បីផលប្រយោជន៍ទៅវិញទៅមក។
ចំពោះស្ថានភាពព្រំដែនកម្ពុជា-ថៃ លោកឧបនាយករដ្ឋមន្ត្រី បានសម្តែងនូវកង្វល់យ៉ាងខ្លាំងចំពោះការវាយប្រហារដោយមិនរើសមុខជាបន្តបន្ទាប់ពីសំណាក់យោធាថៃមកលើទឹកដីកម្ពុជា ដែលបណ្តាលឱ្យមានជនស៊ីវិលស្លាប់ និងរបួស ព្រមទាំងបង្កការខូចខាតយ៉ាងសន្ធឹកសន្ធាប់ ជាពិសេសគឺការភៀសសឹករបស់ប្រជាពលរដ្ឋជិតកន្លះលាននាក់។ លោកឧបនាយករដ្ឋមន្ត្រី បានបញ្ជាក់សាជាថ្មី នូវការប្រកាន់ខ្ជាប់យ៉ាងម៉ឺងម៉ាត់របស់កម្ពុជា ចំពោះកិច្ចព្រមព្រៀងឈប់បាញ់ កាលពីថ្ងៃទី២៨ ខែកក្កដា ឆ្នាំ២០២៥ និងសេចក្តីប្រកាសរួមទីក្រុងគូឡាឡាំពួ កាលពីថ្ងៃទី២៦ ខែតុលា ឆ្នាំ២០២៥ ព្រមទាំងបានថ្លែងអំណរគុណចំពោះភាគីរុស្ស៊ី ដែលបានគាំទ្របទឈប់បាញ់ជាបន្ទាន់ និងអំពាវនាវឱ្យមានការវិលត្រឡប់ទៅរកដំណោះស្រាយដោយសន្តិវិធី។
ជាការឆ្លើយតប លោកឯកអគ្គរដ្ឋទូត បានចូលរួម រំលែកទុក្ខជាមួយប្រជាជនកម្ពុជា និងបានសង្កត់ធ្ងន់លើភាព ចាំបាច់ក្នុងការវិលត្រឡប់ទៅរកការសន្ទនា និងការចរចាស្របតាមគោលការណ៍នៃសេចក្តីប្រកាសរួមទីក្រុងគូឡាឡាំពួ។ លោកឯកអគ្គរដ្ឋទូត បានសង្កត់ធ្ងន់ថា សេចក្តីប្រកាសរួមទីក្រុងគូឡាឡាំពួ នៅតែមានសុពលភាព ហើយភាគីទាំងពីរត្រូវតែវិលត្រឡប់ទៅរកការសន្ទនា និងចរចា ដើម្បីស្វែងរកដំណោះស្រាយដោយសន្តិវិធី។ លោកឯកអគ្គរដ្ឋទូត ក៏បានបញ្ជាក់សាជាថ្មីនូវការបដិសេធរបស់រុស្ស៊ីចំពោះព័ត៌មានមិនពិតដែលបានចោទថា មានពលរដ្ឋរុស្ស៊ីកំពុងបម្រើការ ជាទាហានស៊ីឈ្នួលនៅក្នុងជម្លោះព្រំដែននេះ។
On the morning of 19 December 2025, His Excellency Deputy Prime Minister PRAK Sokhonn, Minister of Foreign Affairs and International Cooperation, had a meeting with His Excellency Anatoly Borovik, Ambassador of the Russian Federation to Cambodia, at the Ministry.
His Excellency the Deputy Prime Minister reaffirmed the longstanding friendship between Cambodia and Russia and highlighted the upcoming 70th anniversary of diplomatic relations in 2026. Both sides agreed to continue strengthening bilateral cooperation in all fields for mutual benefit.
On the Cambodia-Thailand border situation, His Excellency the Deputy Prime Minister expressed serious concerns over ongoing indiscriminatory attacks by the Thai military on Cambodia’s territory, resulting in civilian casualties, widespread destruction, and large-scale displacement of almost half a million people. He reiterated Cambodia’s consistent and firm adherence to the 28 July 2025 Ceasefire Agreement and the Kuala Lumpur Joint Declaration of 26 October 2025, and expressed appreciation to the Russian side for supporting an immediate ceasefire and calling for a return to peaceful resolution.
His Excellency the Ambassador conveyed condolences to the Cambodian people and emphasized the need to return to dialogue and negotiations in accordance with the Joint Declaration. He stressed that the Kuala Lumpur Joint Declaration remains valid and that both parties must return to dialogues and negotiations to seek a peaceful resolution. The Ambassador further reiterated Russia’s rejection of the fabricated misinformation that Russian citizens are serving as mercenaries in the current border conflict.
