ខេត្តឧត្តរមានជ័យ ៖ ជារៀងរាល់ឆ្នាំ តាមរយៈការចងសម្ព័ន្ធមេត្រីភាពរវាងក្រសួងទេសចរណ៍ និងយោធភូមិភាគទី៤, ថ្នាក់ដឹកនាំនិងមន្ត្រីរាជការនៃក្រសួងទេសចរណ៍ តែងតែនាំយកនូវអំណោយដ៏ថ្លៃថ្លារបស់សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី នៃព្រះរាជាណាចក្រកម្ពុជា និងលោកជំទាវបណ្ឌិត ជូនដល់នាយទាហាន នាយទាហានរង និងពលទាហាន នៃយោធភូមិភាគទី៤។
ដូចគ្នានេះដែរ នៅឆ្នាំនេះ ដោយស្ថិតនៅក្នុងកាលៈទេសៈដ៏លំបាក, កាលពីថ្ងៃទី៤ ខែមេសា ឆ្នាំ២០២៦, លោក ហួត ហាក់ រដ្ឋមន្ត្រីក្រសួងទេសចរណ៍ អញ្ជើញជាអធិបតីក្នុងពិធីប្រគល់-ទទួលអំណោយដ៏ថ្លៃថ្លារបស់សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី នៃព្រះរាជាណាចក្រកម្ពុជា និងលោកជំទាវបណ្ឌិត ជូនដល់នាយទាហាន នាយទាហានរង និងពលទាហាន នៃយោធភូមិភាគទី៤ ក្នុងឱកាសអបអរសាទរ ពិធីបុណ្យចូលឆ្នាំថ្មី ប្រពៃណីជាតិខ្មែរ ឆ្នាំមមី អដ្ឋស័ក ព.ស. ២៥៧០ ដែលនឹងមកដល់នាពេលខាងមុខនេះ។
ការប្រគល់អំណោយនេះ មានការអញ្ជើញចូលរួមពីលោក ឧត្តមសេនីយ៍ទោ លៀង ឡេង មេបញ្ជាការរងយោធភូមិភាគទី៤ តំណាង លោក ឧត្តមសេនីយ៍ឯក ពៅ ហេង មេបញ្ជាការរងកងទ័ពជើងគោក និងមេបញ្ជាការយោធភូមិភាគទី៤ ព្រមទាំងលោក លោកស្រីជាថ្នាក់ដឹកនាំក្រសួងទេសចរណ៍ សរុបប្រមាណ ៣០នាក់។
សូមជម្រាបជូនថា អំណោយដ៏ថ្លៃថ្លាខាងលើ រួមមាន៖ អង្ករចំនួន ៥តោន, មីចំនួន ៥០០កេស, ទឹកសុទ្ធចំនួន ១០០០កេស/យួរ, ទឹកត្រីចំនួន ១៥០យួរ, ទឹកស៊ីអ៊ីវចំនួន ១៥០យួរ, ត្រីខចំនួន ១០កេស, នំ ៩០០ចំនួន ១៨កេស, ខ្ទឹមសចំនួន ២បេ, ថ្នាំពេទ្យជាច្រើនមុខ ព្រមទាំងថវិកាមួយចំនួនផងដែរ។
ជាមួយគ្នានេះ លោករដ្ឋមន្ត្រីក៏បានបួងសួងដល់ទេវតាឆ្នាំថ្មី ព្រះនាម “រាក្យសាទេវី” សូមប្រសិទ្ធពរជ័យ សិរិសួស្តី ជ័យមង្គល វិបុលសុខ ជូនដល់ថ្នាក់ដឹកនាំ និងបងៗកងកម្លាំងប្រដាប់អាវុធទាំងអស់ ព្រមទាំងក្រុមគ្រួសារ សមប្រកបដោយពុទ្ធពរ ៥ ប្រការ គឺ៖ អាយុ វណ្ណៈ សុខៈ ពលៈ និងបដិភាណ កុំបីឃ្លៀងឃ្លាតឡើយ។

Every year, through the bond of friendship between the Ministry of Tourism and Military Region 4, the leadership and civil servants of the Ministry of Tourism consistently deliver the generous donations of Prime Minister HUN MANET of the Kingdom of Cambodia and Her Excellency Doctor to officers, non-commissioned officers, and soldiers of Military Region 4.
Likewise, this year, despite challenging circumstances, on April 4, 2026, H.E. HUOT Hak, Minister of Tourism, presided over the handover ceremony of the Prime Minister’s generous donations to officers, non-commissioned officers, and soldiers of Military Region 4 in celebration of the upcoming Khmer Traditional New Year, Year of the Horse, Buddhist Era 2570.
The ceremony was attended by Lt. Gen. LEANG Leng, Deputy Commander of Military Region 4, representing Gen. Pov Heng, Deputy Commander of the Royal Cambodian Army and Commander of Military Region 4, along with senior officials from the Ministry of Tourism, totaling approximately 30 participants.
The donations included: 5 tons of rice, 500 cases of instant noodles, 1,000 cases/packs of drinking water, 150 packs of fish sauce, 150 packs of soy sauce, 10 cases of canned fish, 18 cases of cakes (900 pieces), 2 sacks of garlic, various medicines, and a sum of cash.
On this occasion, His Excellency the Minister also offered prayers to the New Year Angel, “Reaksa Devi,” wishing blessings of happiness, prosperity, success, and well-being to all leaders, members of the armed forces, and their families, granting them the five Buddhist blessings: longevity, beauty, happiness, strength, and wisdom. ៕
