Press Briefing -Update on the implementation of the immediate and unconditional ceasefire agreement between Cambodia and Thailand 11:00AM, August 11, 2025

Keynote Address by H.E. LTG. Maly Socheata, the Ministry of National Defense Spokesperson:

This morning I would like to provide some updates following the entered into force of the ceasefire between Cambodian and Thai armed forces on 28 July 2025, and after the extraordinary meeting of the GBC was concluded on 7 August 2025, as of today.

First, from 6:00 AM to 10:00 AM on 11 August 2025, the situation at the front line along the Preah Vihear and OddarMeanchey provinces remained calm and steady. Cambodian military forces stand strong and fully vigilant in fulfilling their duty.

Second, on the afternoon of 10 August 2025, the delegation of the Military Attaché Corps of Phnom Penh (MACPP), both resident and non-resident, conducted an on-site observation of locations directly impacted by the arms conflict, where civilians and civilian objects were damaged by the indiscriminate air strike and artillery strike of the Thai armed forces. The inspection took place in the vicinity of the ThmorDaun village, Kork Mon commune, Banteay Ampil district, Oddar Meanchey province, and concluded the following sites: 1. Buddhist Pagoda, Wat Tamaon Senchey, 2. Bos Tom Elementary School, 3. Hospital Tamaon Senchey Healthcare Centre, 4. Civilian Infrastructure Gas Station, 5. Civilian Residence, 6. IDP Shelter, Wat Phnom Thmor KomborCamps.

The Ministry of National Defence reaffirmed its unwavering commitment to upholding the ceasefire agreement reached at the special meeting held on 28 July 2025 in Putrajaya and the extraordinary meeting of the Cambodia-Thailand General Border Committee (GBC), convened on 7 August 2025 in Malaysia. This commitment aims to ensure the strict implementation of the ceasefire agreement and the peaceful resolution in accordance with international law and the ASEAN Charter.

Third, starting from 29 July 2025 at 7:50 AM, immediately after the ceasefire entered into force, Cambodian military personnel were unlawfully captured by Thai soldiers. As of now, there have been 13 days as of August 11, 2025.

Cambodia has repeatedly urged Thailand to promptly return all 18 military personnel back to Cambodia in accordance with international humanitarian laws and in response to the urgent appeal from various partner countries and international organizations. The Ministry of National Defense, the Royal Cambodian Armed Forces, and the international community will continue to call upon Thailand to fulfill its obligations under international law.

We are committed to ensuring that no military personnel are left behind or abandoned. Our stance remains firm in advocating for an immediate release and safe return of our detained personnel, emphasizing adherence to legal and humanitarian standards. Cambodia would like to reiterate its unwavering commitment to respecting and strictly implementing all the terms of the ceasefire agreement as well as the spirit and content reached at the extraordinary meeting of the General Border Committee on 7 August 2025.
