ភ្នំពេញ ៖ “ឯកសារសន្តិភាពមួយនេះ នឹងក្លាយទៅជាឯកសារមួយដែលផ្តល់នូវភាពរឹងមាំនៅក្នុងការនាំប្រទេសកម្ពុជា និងថៃ ឆ្ពោះទៅរកការស្តារទំនាក់ទំនងឱ្យវិលទៅរកប្រក្រតីភាពរវាងប្រទេស និងប្រទេស និងប្រជាជន និងប្រជាជនឡើងវិញ។ ហើយក៏ជាដំណើរឆ្ពោះរកកិច្ចសហប្រតិបត្តិការក្នុងការរស់នៅដោយសន្តិវិធី រវាងអ្នកជិតខាងគ្នា ហើយក៏បង្កើតនូវឱកាសកាលានុវត្តភាពនានា ដើម្បីឱ្យប្រទេសយើងទាំងពីររស់នៅដោយសុខសន្តិភាពជាមួយគ្នា និងមានវិបុលភាពជាមួយគ្នា”។
