(Chham Chhany) ពីបទ បរិហារកេរជាសាធារណៈប៉ះពាល់លោក និងក្រុមគ្រួសារ ហើយលោក បណ្ឌិតបញ្ជាក់ថាៈ ថ្ងៃនេះ ខ្ញុំបានដាក់ពាក្សបណ្តឹងបុគ្គលម្នាក់ឈ្មោះ ឆាំ ឆានី (Chham Chhany) ដែលបានធ្វើការប្រឌិតខុសពីការពិតទាំងស្រុង ដែលធ្វើអោយប៉ះពាល់យ៉ាងខ្លាំងដល់កិត្តិយស និងសេចក្តីថ្លៃថ្នូររបស់គ្រួសារខ្ញុំ និងខ្លួនខ្ញុំផ្ទាល់។

Today, I take legal action against one person named Chham Chhany, who have fabricated stories, which affected my and my family’s honors and decency. 

In any democratic society, every citizen has the rights to freedom of expression. Yet, the exercise of a person’s freedom of expression must be accompanied by a certain degree of personal responsibility. Specifically, that freedom of expression must at least fulfill two important conditions: 1) must fall within the legal boundary (e.g. no death threat, etc.) and 2) must not infringe on other’s people rights, such as their rights to living in decency and honor or without prejudice (e.g. no groundless accusation on another person that causes damages to his/her honor and integrity, etc.). Any person who violates these two conditions must be held accountable for his/her actions.
