Press Briefing – Update on the implementation of the immediate and unconditional ceasefire agreement between Cambodia and Thailand 11:00 AM, August 5, 2025

Keynote Address by H.E. LTG. Maly Socheata, the Ministry of National Defense Spokesperson:

From 6:15 AM to 10:00 AM on 5 August 2025, the situation along the frontlines in Preah Vihear and Oddar Meanchey provinces has remained calm and stable. The Cambodian Armed Forces continue to stand firm, fully vigilant, and committed to carrying out their duties with professionalism and discipline. Cambodia reaffirms its unwavering commitment to respecting and implementing the ceasefire agreement reached on 28 July 2025 in Putrajaya, Malaysia.

Meanwhile, the delegation of the Secretariat of the Cambodia-Thailand General Border Committee (GBC), led by Major General Sin Sokha, Chairman of the Secretariat, has continued its meetings to further discuss measures aimed at enhancing the effectiveness and credibility of the ceasefire’s implementation, as well as strengthening mutual trust and confidence with the Thai side. It is also noted that the GBC Secretariat Meeting is taking place from 4 to 6 August 2025, and the Extraordinary Meeting of the Cambodia-Thailand General Border Committee will be convened on 7 August 2025.

The Ministry of National Defense of the Kingdom of Cambodia reaffirms its unwavering commitment to the ceasefire agreement brokered through the leading efforts of His Excellency Donald J. Trump, President of the United States of America, and His Excellency Anwar Ibrahim, Prime Minister of Malaysia, with the active participation of the People’s Republic of China. This agreement, which has been widely welcomed by the international community, embodies a shared aspiration for peace and stability in the region. As a responsible and peace-loving nation, Cambodia has faithfully adhered to the terms of the ceasefire, choosing dialogue and cooperation over confrontation and conflict. Our steadfast compliance reflects Cambodia’s profound respect for the tireless efforts of our international partners and our genuine commitment to fostering lasting peace and stability in the region.

However, it is deeply regrettable that on 4 August 2025, at 11:00 AM, Thai armed forces, accompanied by heavy machinery including excavators, entered the An Ses area—located within Cambodian sovereign territory—and proceeded to lay barbed wire, despite strong objections from the Cambodian armed forces.

It is important to note that Cambodia recently facilitated a visit by foreign defence attachés to this area on 30 July 2025, clearly reaffirming that the location is under Cambodian sovereignty and remains under the effective control of the Cambodian armed forces following the entry into force of the ceasefire at midnight on 28 July 2025. This action by the Thai side constitutes a flagrant violation of the ceasefire agreement and poses a serious threat to peace and stability along the border between the two countries, as well as to the region as a whole.

Cambodia calls on the international community—particularly the partner countries that have worked tirelessly to help secure this hard-won ceasefire agreement and who share a strong interest in its full and effective implementation—to urge Thailand to immediately cease its aggressive actions and to fully respect international law, particularly Cambodia’s sovereignty and territorial integrity. The Ministry of National Defense of Cambodia strongly urges Thailand to honor and implement all terms and conditions of the ceasefire agreement—not merely in words, but through concrete and verifiable actions. Thailand must immediately cease all hostile activities, remove the barbed wire it has laid, and withdraw all machinery from Cambodian sovereign territory. No pretext or justification can obscure the facts on the ground. The truth must be acknowledged, and the ceasefire must be upheld.
